єОселя is a state programme delivered through commercial banks. The rate, the term and the eligibility categories are set centrally by Ukrfinzhytlo and do not vary by lender. What varies is everything else — and applicants who shop on rate are shopping on the one variable that is fixed.
Who is in the programme
Ten banks currently act as partners: Oschadbank, PrivatBank, Ukrgasbank, Globus Bank, Sky Bank, Sense Bank, Bank Credit Dnipro, Taskombank, BISBANK and Radabank.
They split into three groups by behaviour. The state banks — Oschadbank, PrivatBank, Ukrgasbank — carry the largest volumes and the widest branch coverage, which matters outside the major cities. The mid-sized private banks compete on processing speed. The smallest participants take fewer applications but often give them more individual attention.
None of them can offer a better rate than another, because the rate is not theirs to set. The state compensates the gap between the preferential rate and the market cost of funds — a gap that is substantial with the policy rate at 15.5%.
What actually differs
Which developers are accredited. This is the largest practical difference and the one most applicants discover last. A bank lends against property it has approved, and each bank maintains its own accredited list. A buyer who selects the apartment first and the bank second frequently finds that the chosen bank does not work with that developer. The correct order is to establish the intersection of accredited developers and eligible properties, then apply.
How income is assessed. The programme sets eligibility categories; each bank applies its own underwriting to debt-service capacity. Since 17 July 2026, verification has been simplified for applicants with non-standard income or who changed employment because of displacement — but banks implement that simplification at their own pace and with their own evidence standards.
Processing time. Ranges from a few weeks to several months depending on the institution, the completeness of the file and the property type.
Tolerance for imperfect credit history. Formally all partners apply the same programme criteria. In practice, appetite for a borrower with a historic delinquency differs materially.
The refusal reasons, in order of frequency
Normative area and the property lookback. Since 9 February 2026 the programme examines three years of household property disposals, cumulatively with existing holdings. This is checked against registers, not declarations, and it cannot be argued with after the fact.
Debt-service capacity. The classic refusal: verified income does not support the payment. Since July this is more often solvable, because guarantors no longer have to be family members.
Property does not qualify. Age above the permitted limit — three years for most categories, twenty for displaced persons — or a price above the cap for the household size. In Kyiv a family of three faces a ceiling near 4.86 million hryvnia including the 10% tolerance.
Documentation gaps. Incomplete files are routinely returned rather than refused, which costs weeks rather than the application.
Age at final repayment. The borrower must not be over 70 when the loan matures, which compresses the available term for older applicants and can push the payment above what their income supports.
A sequence that avoids most of this
Check the household's three-year property history against the normative area before anything else. Then confirm the category — 3%, 7% or ineligible. Then identify properties that meet the age and price limits for that household size. Then find which partner banks have accredited the developers behind those properties. Then apply, with a guarantor identified in advance if income is tight.
Applying to several banks in parallel is common and reasonable given the processing times, provided the file is identical.
The scale to keep in mind
Across 2026 to date roughly 1,994 borrowers have received єОселя loans totalling close to 3.9 billion hryvnia, with an average loan near 1.8 million hryvnia. In 2025 the programme accounted for approximately 94% of all mortgage lending in Ukraine, and new-build purchases took 64% of the volume — 9.4 billion hryvnia against 4.8 billion in 2024.
This is a rationed product. Banks are not competing for these borrowers; they are processing a queue.
Bottom line: the rate is identical at all ten partners, so the decision variables are developer accreditation, underwriting appetite and speed. Choosing the bank before choosing the apartment saves more time than any other single step.
