The gas price for households in Ukraine is UAH 7.96 per cubic metre including VAT for customers of Naftogaz on the "Fixed" tariff plan, and it stays at that level until 30 April 2027. Delivery is paid on top, at the tariff of the local gas distribution operator, from about UAH 0.38 to UAH 2.95 per cubic metre depending on the region. Other suppliers charge UAH 7.96–9.99 on annual plans and up to UAH 26.99 on monthly ones.

Delivery tariff: what the oblgas charges
The gas itself is only part of the bill. The second line is distribution, which the regulator NEURC approves for each operator. Most regions are served by regional branches of Gasmerezhi; some cities have their own operators, such as Kyivgaz or Odesagaz. Tariffs from 1 October 2026, UAH per cubic metre with VAT, according to Minfin:
| Operator | Tariff |
|---|---|
| Kyivgaz (Kyiv city) | 0.384 |
| Gasmerezhi, Kharkiv city branch | 0.516 |
| Gasmerezhi, Kyiv branch (Kyiv region) | 1.788 |
| Gasmerezhi, Lviv branch | 2.028 |
| Odesagaz | 1.308 |
| Poltavagaz | 2.112 |
| Gasmerezhi, Kharkiv branch (region) | 2.388 |
| Gaspostachservis (Vinnytsia region) | 2.952 |
The monthly payment does not depend on how much gas was burned that month. It equals one-twelfth of the annual contracted capacity times the tariff, and for households the capacity is set by actual consumption in the previous gas year (October to September). In early 2026 the delivery charge was recalculated on consumption from October 2024 to September 2025, while the tariffs themselves did not rise.
How much gas costs per month: bills for 50, 100 and 200 m³
An illustration for a Naftogaz customer whose average monthly consumption over the year is 50, 100 or 200 cubic metres (annual capacity of 600, 1,200 and 2,400 cubic metres):
| Average per month | Gas at UAH 7.96 | Delivery, Kyivgaz 0.384 | Delivery, Kyiv region 1.788 | Delivery, Kharkiv region 2.388 | Total, Kyiv region |
|---|---|---|---|---|---|
| 50 m³ | UAH 398.00 | UAH 19.20 | UAH 89.40 | UAH 119.40 | UAH 487.40 |
| 100 m³ | UAH 796.00 | UAH 38.40 | UAH 178.80 | UAH 238.80 | UAH 974.80 |
| 200 m³ | UAH 1,592.00 | UAH 76.80 | UAH 357.60 | UAH 477.60 | UAH 1,949.60 |
In a cold month a house burns far more than its yearly average, so the January gas line is higher while delivery stays flat. A house that uses 1,500 cubic metres over the season pays about UAH 11,940 for the gas alone. A flat that only cooks, at about 10 cubic metres a month, pays roughly UAH 80 for gas.
History of the household gas price
The current figure is a pre-war price. Naftogaz introduced its annual plan at UAH 7.96 with VAT, without delivery, for 1 May 2021 – 30 April 2022, Ekonomichna Pravda reported in June 2021. After the full-scale invasion it kept the price at the pre-war level and has extended it every spring since.
| Date | Decision | Source |
|---|---|---|
| May 2021 | Annual plan at UAH 7.96 for May 2021 – April 2022 | Ekonomichna Pravda |
| April 2023 | Fixed plan at UAH 7.96 extended to 1 May 2024, citing martial law | Fakty |
| October 2025 | PSO extended to 31 March 2026; other suppliers' annual plans UAH 7.79–9.99 | Fakty |
| April 2026 | Fixed plan at UAH 7.96 extended from 1 May 2026 to 30 April 2027 | Novyny.LIVE |
| September 2026 | Other suppliers' monthly plans UAH 8.46–26.99; annual UAH 7.96–9.99 | Novyny.LIVE |
| 28 September 2026 | Cabinet extends gas PSO to 31 March 2027 | Forbes Ukraine |
| October 2026 | Naftogaz price unchanged at UAH 7.96 | Kyiv Post, Minfin |
Over the last twelve months the Naftogaz price did not move once. What changed were the prices of smaller suppliers and the recalculated delivery capacity.
What could change the price after April 2027
No source publishes a numeric forecast of the household price. What exists are deadlines and pressures:
| Source | Date | What it says |
|---|---|---|
| Naftogaz (via Novyny.LIVE) | 28 April 2026 | UAH 7.96 at least until 30 April 2027 |
| Cabinet of Ministers (via Forbes Ukraine) | 28 September 2026 | Gas PSO, including UAH 7,420 per 1,000 cubic metres for heat producers serving households, until 31 March 2027 |
| Novyny.LIVE | 28 April 2026 | Household tariffs cannot be raised during martial law and for six months after it ends |
| IMF (via Finance.ua) | 18 August 2026 | Proposes gradual increases in household gas and electricity tariffs as early as 2027, after targeted social protection is in place; the deadline for a tariff plan moved to the end of October |
| Ukrainian Energy Exchange (via UNIAN) | 16 October 2026 | First export auction since 2022 cleared at €69–69.03 per MWh, about 89% above domestic prices |
In analyst Ruslan Averin's view, the household price has two separate locks: the Naftogaz plan until 30 April 2027 and the legal ban that runs until six months after martial law. The IMF tariff plan is the first document that could set a path after both.
What a household can do now
- Check the plan in the personal account. The Fixed price applies to customers on that plan; new Naftogaz customers can join it by choosing Fixed in the connection application.
- Check the capacity on the delivery line. It is based on last year's consumption. A household that used much less gas this year will see a lower figure only after the next recalculation.
- Compare monthly offers carefully. The gap between a supplier's annual and monthly plan can be UAH 17 per cubic metre, as with Retail Service.
- Apply for a subsidy if needed. Applications filed from 1 October to 30 November are paid from the start of the heating period.
Will the gas price change from 1 November 2026?
Not for Naftogaz customers: the Fixed plan at UAH 7.96 runs until 30 April 2027. Suppliers with monthly plans can change prices from the first day of any month.
Who gets a subsidy for gas this winter
The Pension Fund recalculates housing subsidies for the heating season automatically for current recipients and for families whose summer subsidy was UAH 0.00. The calculation covers 16 October to 15 April inclusive, under Cabinet resolution No. 848, and takes household income for the first and second quarters of 2026, Dengi.ua reported.
Is there enough gas for the winter
Naftogaz reported about 16 bcm in underground storage in mid-October, the most since 2020 and above the 13.2 bcm government minimum. The details are in the article on gas reserves before winter 2026.
